I am using a bmp for a photo credit http://209.204.172.137/rotary/ , however if I go directly from a jpeg to bmp, the resulting image is quite distorted. This is understandable since the JPEG is not an exact replication.

Is there a way to accomplish the creation of the photo credit and maintain well formed text?

Can you be more specific as to what you are trying to do? Do you want text on the image? What’s the output?

Don’t you mean from BMP to JPEG? Of you go from JPEG to BMP, as you mentioned, you don’t loose any quality…

I you want to keep text readible, you might consider GIF or PNG.

Use MediaResizer http://www.mediaresizer.com
it has preview of size and quality of generated image.
