Help with locating CS feature

I have an image that I originally created while working with PS 6.0 but since I’ve upgraded to CS and I’ve lost the original image so I need to recreate it. Unfortunately, there is an effect on this image that I can’t seem to locate in CS, I have an effect that looks like my font is coming out of a cloud but I can’t seem to locate the feature in CS…can someone help me?

It was maybe a third party plug-in or an action that you added yourself.
