Extract one step of action

Is there a way to extract one step of an action created in CS2 and create a new action with just that one step?

To amplify my question, I do not know the keystrokes that created that one step so I cannot recreate it. I wish to copy it from the existing action and in effect past it into a new action without the other procedures of the existing action.

Hold the ALT key, and click-drag the step into another action.

What is that step? Do you know that you can insert menu items, I guess that’s how yours has been created.
