Sure. But you would need to have php and probably a database to feed it.

If you mean "Will a web photo gallery generated from a PS CS2 template run on an HTML server that also runs PHP?" the answer is sure, why not? HTML is HTML.
If you mean "Can you use a PS CS2 template to build a turn-key gallery?" the answer is no, because all the web templates in PS are HTML or Flash based.
If you need to generate galleries from a directory/database of images, I’d do a quick Google and take your pick from the available free and pay-for galleries already out there.

It surely would. PHP is mainly used to spit out html code (and many times using data from a database).
Ps: Not so sure about JavaScript driven dhtml. The client may have JavaScript disabled. But that’s unrelated to PHP.
