The current version of Photoshop is CS2 and it’s awesome but it would certainly be overkill for a novice. My first Photoshop was Elements I, then when II came out I bought it and I played with those two programs for perhaps two years. Then six months ago I moved to version 7 and now I have CS2. But everyone’s different. I really got excited about Photoshop and as I learned how to do more things I wanted more powerful versions. My suggestion is to cut your teeth with Elements and when you’re ready, maybe a year from now, go for the highest version you can afford.
