But I only want to flip a selection within the canvas – not the entire canvas.

yes, look under image>rotate canvas

Make selection
Copy the selection
Paste the selection onto a new layer
Goto Edit>Transform and there you can flip the new layer vertically or horizontally.
If you just flip the selection, you will only flip the pixels within the selection which may not be the result you are after.

The part I want to flip (mirror) is text. In the original, the text is backwards – and I want to put it right.

Correction, If the text is on an editable layer don’t select the text, just make the text layer active by highlighting it in the layers pallette. You will then be able to apply Edit>Transform>Flip horizontal to reverse the text.
