Star Filter?

I’ve just spent the last few days searching for a Star Filter for Photoshop without success. I’ve found one that will produce a star effect at the point of the cursor, but I want one that will emulate an optical Star Filter used on the front of a lens, i.e. producing stars at each highlight (sparkling reflections off water etc.).
Can anyone help?
