It looks like one of the artistic ones, could be paint daubs or watercolour, with adjustments to the brush detail.

Doesn’t look like a filter to me… looks like Illustrator’s "Live Trace" feature which traces a bitmap into a vector image. Or it could be some other similar program that does that, like the CorelTrace component of CorelDraw.

At the risk of offending member of this group, I have to admit I use PSE, not PS because it does everything I want. However, before PSE, when dinosaurs roamed the earth and people still shot film, I used to scan negatives and work with them with an ancient program called Adobe Photodeluxe (the 1998 version). It was sort of the the forefunner of Elements.

I couldn’t get your effect in Elements so I tried is Photodeluxe, which sometimes produces different results the Elements.

Here’s what I tried.

First, I softened it to get rid of jaggedness.
Then I used the Accent Edges filter to start to build the contours Then I used Posterize to enhance the contours and get rid of jaggedness.

I got reasonably close considering I only worked about 20 minutes on it and didn’t do any hand-retouching.

I picked this image to see if I could get the contours in the skin tones.

I hope this gets you closer or inspires someone who is better than me to find a way to duplicate the process. Good luck.

Coreldraw does it too.

You can probably achieve a similar effect in Photoshop… but the original image you posted was simply traced and vectorized. There may be a bitmap to vector plug-in out there though… you’d have to look around.

Couldn’t you also do it in Photoshop by converting to indexed color, lowering the number of colors and turning off dithering?

Well been looking and trying everyone’s methods …the closest is using coral trace…but still not convinced its the same technique as the original picture..although not bad results all the same.

Someone else suggested it looked like it was done with Xaos Tools Segmation <http://www.tcs.org/ioport/jul00/segmation.htm>. It’s a Photoshop plug-in that ceased development with version 1.0 and doesn’t work with later versions of Photoshop. see <http://www.segmation.com/>. There are more examples here
