No it doesn’t.

Ctrl-click uses the transparency map of the layer as a selection, therefore, partially transparent pixels will be partially selected (ie, a pixel with 50% opacity will be 50% selected, one with 25% opacity will be 25% selected etc…)

Ctrl-A selects everything and so does not result in partially selected pixels

Cyber nomad’s thinking is exactly where I was going as I read your post. Whenever I Control Click a layer, I always go to the Channels palette and create a new channel out of that selection. That allows me to inspect the channel for gray values. I can then clean that up (if necessary) and then control click that channel to re-load my new, cleaned selection.
