Photoshop CS Filters

With image open,when I go to the Filter dropdown menu the only items active are blur, sharpen, and stylize. All others, including filter gallery and artistic are greyed out. How do I get them active? Do I need to reload the program?

Convert your image to 8 bit.

check Image>Mode set to RGB
