paintbrush only changes color of existing pixels

I don’t know what setting I may have changed, but when I choose the paintbrush and start painting, it doesn’t seem to be changing all selected pixels to my brush color, but just changes the color of existing pixels to the brush color. If I change to a pencil, then the pixels change.

Any idea what’s going on?

Sounds like the colour replace brush?
