No computer program can do this or will ever be able to do this.

An artist can re-create what he thinks should be there, by painting it. But the information is *gone*; it can not be re-created accurately from the existing information, by anything or anyone, under any circumstances, ever.

Only under the most strident, limited situations; for example, if your picture is of something like a Tartan cloth, a fractal, or blank (in other words, a regular pattern) _or_ a very good random noise ‘pattern’, and there is enough of the original in the frame to represent the full pattern from which to accurately clone the empty spaces. In that case you might be able to cut a sample from the original and use a Version 7 option such as cloning, pattern making, even cut-and-paste. In CS you might be able to use the stitching feature (a panoramic photo option.)
