dragging photo to canvas conserving correct proportions

When I drag from a scanned photo to a canvas the photo entirely fills the canvas; in fact a tiny portion of the photo entirely fills the canvas. How do I drag the photo (e.g., 5"x5") onto a canvas (e.g., 10"x20") and have the two images remain in correct proportion to one another?

Make sure they are the same resolution.

You would be better off thinking of dimensions in terms of pixels rather than inches on your computer. 5"x5" has little meaning as it can change depending on the resolution.
