Need To Make A Noisy/ Chunkey Hidden Message Pattern

I’m trying to figure out how to make a random pattern (a bunch of noise?) like this for a hidden message thingie

I have a pattern file

But I do not know how to get that pattern converted in PS so I can use it (as a texture) and change the color to the right pink.

Might somebody be able to give me a few suggestion on the right way to use that pattern to paint out a new layer in PS?

Use that pattern as a layer mask on a solid color content layer. Or use it as a regular layer and use a grouped adjustment to change the color.

Then set your pattern to a blend mode that lets the message show through correctly (which one is correct depends on how you want to view the message).

Here’s a tutorial I threw together for a client we created some decryption game pieces for a couple of years ago. I uses Adobe Fireworks as the image editor, but should still be useful to you.
