Adjusting size of imported Photo on Photoshop CS2

I am a new user and cannot get anyone at Adobe to help answer a simple question. I imported a photo on my pc into PS CS2. The size is in pixels (2160w X 1490h). When I try to go into the Image Size tab, it does not allow me to adjust the size to something I can understand, i.e. inches. How can I adjust the photo to show a size of 11" x 14"?

Image size should do exactly what you want

Why won’t it allow you to adjust the size?

It may be as simple as pulling down the menus to the right of the width and height dimensions in the Image Size window, and selecting "inches" instead of "pixels???"
