He probably asked because you can save CS files in modes not supported by V7 or earlier.

I just tried opening a 16 bit psd with layers and adjustment layers created in CS … in V7 I got an ugly template saying "This layered Photoshop file was not saved with a composite image".

So the answer to the original question is that while vanilla jpegs and tiffs and 8 bit psd’s will open in V7, layered 16 bit files won’t unless you create the composite and then you lose the layers.
