Photoshop 7 Background layer lock

After downloading card with 6million pixel photos, every image now appears with a background layer locked. How can I prevent this lock appearing on all images called up. All previous immages entered with 3 million pixels or less without any layer or lock.

The Background Layer is *always* locked. Re-name it to something other than ‘Background’.
