In Photoshop, open your image, then on the Toolbar, Go to {Image / Image Size} and change the {Document Size} settings, i.e. (width & Height)
then click {OK}
(Do not change the [Pixel Dimensions] or [Resolution])

Then just print the image at 100% (scale) as you normally would.

BTW, I’m not sure exactly what you are doing, but if it is a passport pic you want,
the standard Uk Passport Photo Size is: 35mm x 45mm.

I’m not sure what you are asking Hargold. Do you want to print the 2×3 photo on 5×7 paper, and have the photo size increased to 5×7 also, or do you want to print a 2×3 photo on 5×7 paper, and the photo still remain 2×3, with excess white area around the photo? If you have the actual original 2×3 photo and you are able to scan it with a flatbed scanner, then you should scan it at 700 dpi. Using Photoshop, open the scanned image then go to "Image – Image Size", then in the open window, remove the check mark in the "Resample Image" box.
Now, under "Document Size", change the Height to 7 inches. This will change the Width to 4.667 inches and the resolution will change to 300 dpi. (a 2×3 image will not upsize to exactly 5×7, but will upsize to 4.667 x 7).
The reason you need to scan it at 700 dpi is so that when you upsize the image, you will end up with an image that’s 300 dpi for printing. If you just scanned the 2×3 image at 300 dpi, then upsized it to 5×7, the image would only be 5×7 at 128.5 dpi….too small to make a decent inkjet print. If you scanned it at 300 dpi and upsized it to 5×7 allowing the software to keep the dpi at 300, then the software would have to add extra pixels, which usually results in a poor printout.
If you don’t have the original 2×3 photo, then the only way to resize it to print out as a 5×7 photo is to do like Mike Haris said. Are you trying to enlarge the 2×3 photo to make it a 5×7 photo?
