Grey panel around small new images.

I am using Photoshop 7. When I create a small new image, for example a web banner, I get a grey panel around my canvas. At first I thought this was normal. Until I had to create a transparent 10×10 pixels image, and came up with a grey canvas with a white dot. It was white because it was no bigger than one of the squares used to make up the checkerboard image used to represent a transparent background. Meaning my image turned out to be no bigger than one white square of the whole checkerboard pattern. That is not a 10×10 pixels canvas. Also, I can’t work in the grey panels that surround it. I tried just in case that was the way it was suppose to work. Can anyone tell me how to fix this problem? I apologize for the spelling, but my spell check feature is greyed out.
