Placing a photo onto a shape

Hiya

I’m completely new to photoshop elements and need some help.

All I’m trying to do is put a photo onto a solid circle, which is larger than the photo itself.

I’ve tried a layer with a circle, but them am stuck as to how I make my photo a layer to place in front.

Have also tried right-clicking and opening my photo in photoshop elements, however I am not able to create a circle which is larger than my photo.

I don’t understand why this is soooo difficult to do??

Since you are using Photoshop ELEMENTS, you’d be much better off asking your question in the forum dedicated to that application. This forum is dedicated to use of the full version of Photoshop.

Using the Elliptical Marquee Tool, draw a circle where you want to place your image.
Then open the image you want to put in the circle, go to Select / All, and Copy it. (or select part of the image and copy that) (once copied, you can close the image)
Then select the image with the circle and go to Edit / Paste Into, which should paste your image into the Marquee selection.
Using the Move Tool, you can move & resize the image inside the selection until you are happy with the position.
