On mine I can just drag them around (right to left, left to right) in the settings window and change them from there, chose one of them and extend it…But my setup may be different since I have just the one card.

Can it be changed in the bios on startup?…
set the pci as the primary? I don’t know iw that will work, but maybe it’s another angle. Good luck

To move the taskbar, right click on it, and deselect "Lock the taskbar".

Then, left click and hold anywhere in the taskbar, and drag. The taskbar will snap to the monitor edges, either vertically or horizontally, but that’s how you move it to the other monitor. I move the taskbar to the secondary monitor, to maximise the screen space on my primary monitor.

I would also recommend that you move the primary monitor to the AGP card, simply for performance’s sake. The PCI card will not be as fast as the AGP card, and AGP has some advantages over PCI.
