I use CS2 on XP Prof.

In the SAVE dialogue box there are many file formats that I do not use. How may the unwanted formats be eliminated?

If you go to
C:\program Files\Adobe\Adobe Photoshop CS2\Plug-ins|File_Formats some of the formats can be disabled by adding a tilde [~] in front of their name.

Only some though. I guess the others are controlled by Windows.

Never thought of that. FWIW, there are some under the Adobe Photoshop Only/File Formats folder.
