there is a filter that will do this but if you don’t have or cant find try plying with the noise filter.
The noise filte will add noise, but it will not add regular straight lines.
Instead, do this:
Make a new document with a transparent background, 1 pixel wide and 2 pixels high.
Using a 1-pixel pencil, make just the top pixel black.
Edit->Select All.
Edit->Define pattern.
Switch to your picture.
Create a new layer.
Edit->Fill; in the Fill dialog, choose fill with Pattern.
Presto! Instant cliched overused TV interlace effect. 🙂
(I actually used this effect recently in a Web page, but I didn’t do it like this; instead, I displayed the image onto a low-res, antique green-screen monitor, then photographed the monitor. The resulting image was all in shades of green and wonderfully interlaced.)
