Photoshop 6 Equivalent to PS CS2 Fiber Filter?

I am running Photoshop 6 with Photoshop CS2 on order. I need to make an ocean graphic and see one step on a tutorial as being that of the fiber filter. Is there some sort of equivalent in PS 6 to this? I am looking to make ocean waves with the horizon and dark clouds in the sky.

Any help would be greatly appreciated!!

The only thing close was a free (and now very old) plugin called "Hairy Noise" on the Macintosh that only ran up to MacOS 9.

The old free Hairy Noise was (and still is) a goodie. It’s amazing what some people will put out for free!

Like they don’t have better ways to spend their time!
