Something isn’t configured the same between them, or the slow machine has some additional software slowing things down.
Have you installed all the updates? There was one that dealt with certain Intel dual-core processor issues.
Chris, the new machine has MacAfee Virus and Counter Spy Agent installed, which were not on the old one. I will try turning off a bunch of services and startup items to see if it makes any difference.

Take the machine off line and uninstall those utilities, using an uninstall tool from the vendor. Then check the time.
You may also have a slower ram installed in the D620, although I cannot imagine that much slower. it sounds a bit like front side bus issues whch you cannot generally resolve on your own. The only place you can possibly resolve it is in BIOS where the multiplier is an incorrect value with respect to the clock speed, (or visa versa). This is particularly true with odd number ram speeds such as 533 Mhz or 667 Mhz.
Check with Dell on this problem.

Uninstall. Use the uninstall tool from the vendors supplying AV and Firewall programs. The uninstall in Windows misses lots of stuff which can still compromise operations. In fact, at least one A/V vendor (Panda) won’t proceed with it’s installation if it detects another A/V or it’s residue.
Update: I booted up the Laptop in Safe Mode and ran the exact same test. It took 51 secs instead of 7 mins! I will revert to the factory build and then fight with the company I/T folks to see if I can keep all of their anti-spyware, anti virus, background backup agents off and load them back one application at a time.
