How to make a frame(border) around image? (also set border color and thickness).

Anothe thing: how to put image in required place when create wallpapers: two images open, one is big (background), second is small picture that need be placed in this background. If we just Copy – Paste second image on first big image, its goes on the center of big image, whereas I want place(align) second image as I needed.

Do you mean a thin line around the image or something much wider? If thin, control+A to select the layer, then Edit>Stroke and pick a colour and pixel width to suit. If wider check help files for "canvas size". With two images open, just drag and drop the background layer of the smaller into the larger one. Use the move tool to align (V) on keyboard.

Move tool is V on the keyboard.
With two images open and on screen, and layers palette visible (F7) drag and drop (click on it with your mouse) the background layer from the layers palette of the active image and drop it anywhere onto the other image. If you still want to copy and paste, you can do so and then position the second layer with the Move tool, V on keyboard, top right icon in tool palette.
