You need to reinstall whatever third party plugin uses that DLL.
have the same problem but if i re-install the plugin then i will have to buy it as its 30 trail has ended and it is blocking cs start up if still installed, i uninstalled it and now cs tells me i have this dll missing, any help is much appreciated.
problem solved!! all i had to do was delete the plugin files from photoshop cs-plugins in program files, haliluya 🙂

pure stroke of luck really, i just stumbled across the fix while looking for something else!!! cant understand why these pluging disrupt everything else when the trail period runs out, you would think adobe would be able to stop this kind of bug!! 🙂
actually it’s crappy plugin coding, not adobe…
As a matter of course, i uninstall any third party plug-in trial I do not intend to buy. Not later, at the moment of either decision or trial end.

sure larry, but this problem is caused when the uninstaller doesn’t work right or they leave parts behind. that’s a pita! like someone comes to your house with a bag of chips and when he leaves there are tons of crumbs all over your rug and greasy finger streaks on the arms of your favorite comfy chair. 🙂
So I also go around the computer looking for the parts with Search. I delete them, then do a Registry clean.
So far, so good…What’s that? "Your Computer is Toast." Aaaargh!
