Are you sure it is a text box (never used one) and not a rasterized, uneditable layer?
Is there a T next to the layer in the layers palette?

I have created a new layer with a box marquee tool and stroke for lined outside
Text entered into this box. If I wanted to add additional text and stretch the text box all it does is elongate the existing text.

I can’t recreate this. The marquee tool is for making selections only, as soon as you select the type tool it inserts a text layer above the layer with your original selection. All you have done is made a selection, applied a stroke to line the selection and then inserted a text layer above the stroked layer. The two are not connected, you cannot type "into" it, you type on a layer above it. Have you tried selecting the type tool and dragging a box out and typing into it? When you are happy with the result, you draw and stroke your rectangle around the text. How are you stretching the box? Transform tool? You can stretch and distort a text layer with this, likewise the stroke, if the stroked line only is selected, if not it will stretch the whole layer.
