Does Photoshop CS3 fix this issue–at least by adding a preference option?
Undo [step backward] causes UNNECESSARY layer changes.

// Is it possible for undo ["step backward" specifically] to not cause UNNECESSARY layer changes? I hate it when I select a new layer to draw something and then step backward a stroke, it changes me back to the previous layer and I have to click on the new layer again or risk drawing on the wrong layer! Is there an option for step backward to not cause unnecessary layer changes?
This problem only happens to "step backward" and not "undo". //
