Making text in a .jpg clearer

I created a .psd that had great looking text which I then saved it as a .jpg. When I saved the it as a .jpg I chose a quality setting of 12 and the maximum option. In Photoshop CS2 it looked proper but when I added it to an email in Outlook 2007 the quality of the image was poor.

What can I do to make the quality of the text better?

Are you sure that Outlook isn’t either

A: Recompressing the jpeg

or

B: Giving you a view less than 100% (interpolated screen pixels make text look pretty bad)

or

C: both?
