how can I make little dots (really little)with Photoshop or Illustrator and put on image that we r able to see the image without problems like that

its just part of image

You can get that effect with the Halftone Filter

but i apply that filter on the layer of the image or? caz when i apply on layer of image is to strong,i cant see the image,can u tell me what option exacly to make?

Try and apply it to a duplicate layer of your image.

You will have to play around and experiment to get the effect you want

I’m not really sure just what you want, but I’m here to learn, so used it to experiment.

I made a new layer first, then tried different effects, like glass (which was my first thought, but it didn’t seem have actual dots) "noise" is another one.

After using the effect, use the opacity slider on the layer (the effect is on) to make it semi transparent so the picture will show through however you’d like.

I ended up with this one.

Which is drag the picture to the new layer, working on the new layer, image>desaturate (take out the color on the layer. I’m not sure your picture has color) then halftone, then adjust the opacity of that layer to show the picture through.

I left quite a bit of the picture showing through because I wasn’t sure what you want. I also tried it without desatuating and taking out the color of the top layer.

If you want it even more indistinct, the original picture could be blurred some?
