Go to the layer menu (usually on the right side). Pick the layer you want moved, then drag it up or down to whatever position you want. It is a very simple process.

Can anyone offer suggestions here? I have just done a montage of thirteen photos, having cut and pasted from originals onto a new background. So, I have thirteen layers obviously but I want to know, is there a way to bring the ones in the background to the foreground? I have one of them that Iwant
to be the key picture but as I put it in early, the others now overlap it! Hope someone can give me a simple solution or do I need to redraw thewhole
thing and put this main one in last?
