Text problem with PS7.0

I have been trying to add text to a single layer page.
When I hit the text button instead of the flashing icon I get a tiny flashing dot. When I type in any colour or size the tiny dot becomes a thin line & the layer display shows what I type.
It only seems to happen on one picture but changing from PSD to JPG doesnt improve things. Any ideas would be apreciated.

Click on Image->Image Size and make sure the pixels/inch value is something reasonable, typically in the range of 72 to 300. A very small value could cause
the symptoms you’re having. If so, uncheck the "Resample Image" box and change the pixels/inch value.
