When it starts Photoshop will attempt to locate the previously assigned Scratch Disk location – if you have removed the drive which it referred to then that will be the reason for it not being able to load. Do as Tony suggested and reset your preferences (hit [ctrl]+[shift]+[alt]) when you launch Photoshop and hit the OK button when it asks if you wish to delete the settings file.

This will reset Photoshop to create a scratch disk on the drive where Photoshop is located – once the program is running, you will need to reset the preferences back to how you want them – including setting the scratch disk to its new location.
