Okay, I am new to this and it is driving me nuts. I am trying to make a DVD menu and want to add an image for the background. How do I insert an image??

Are you trying to place text on top of a background picture? To do that, you open the picture, then using the text tool, select what color you want the text to be, and type in whatever you want the DVD menu to say.
If you already have the DVD menu, and you want to slide a picture underneath of it, well, that’s a lot of work, and it won’t look as good as if you type text on top of a picture. You’d have to copy the text onto a layer above the background, then slowly erase in between each letter so that the background shows through….not an easy job.

I would add a layer … send it to the background and play with the percentage of opaqueness.

I think that depends on what software you are using for making the DVD. Need more information in your question.
