photoshop 7 opens files small

When I open and image in Photoshop 7, it opens to a size of 6.667 x 4.373 inches. This is what I get when I go to "Image > image size" also when using cope tool and clicking "Front Image". The same image in Photoshop 6 opens to 27.778 x 18.222 inches. Any ideas on how to get the image to open to the correct size.

It is opening them at the correct size. Go by pixel dimensions, not inches. What you are being confused by is different pixel per inch sizes, which are really not important.
