resizing and superimposing

Photoshop 7.0

I want to superimpose an image over another image. I can do that part. The problem comes when the images don’t match in size. I want to reduce the size of one image like when you’re in MS Word and you click and drag the corner until you’ve decided how big you want it. How do I do this in photoshop?

Edit-transform-scale. hold the shift key down to keep proportions equal. sometimes its better to take the larger file and image size it to match the smaller,but it depends how much give you have.
