Sorry about the poor subject title, I am not sure how else to word it. Which is why I have had a hard time searching for tutorials dealing with what I would like to do.

The bluish plasma-like effect that comes out of the eyes. How do I do that? I have found numerous tutorials that describe how to create a plasmic effect that covers the entire canvas area, but how would I add this effect to an image? I guess what I’m trying to figure out is how can I have more control over this effect? So that I could create an image similar to the one above.
