I need to place text in a circular format ( a complete circle) for a logo. Is it possible to do this in Photoshop? I have tried a text layer and warping it but it leaves something to be desired. TIA

Possible? Yes. Letter at a time. You should use a vector program like Illustrator anyway since logos are best designed as vector objects, but mostly because Illustrator *can* put text on a path.

So can PaintShop Pro for what it’s worth.

create your text stretch it to double the height. then use the polorise filter.
