I would like to add a old painting effect on a photo. Which filters do I change ?

And I would like to put a picture in a old frame. Where can I get old frames ?

You don’t. Google for tutorials. There are THOUSANDS out there. Come back here when you need help with a particualr technique.

Where can I get old frames ?

Junk shop? Antique shop?

Sorry if this seems flippant. But really! That really IS the best advice.

Learn the various techniques to achieve the effects you want. Photoshop is NOT a one-click solution program. By exploring the many many tutorials which are available you will LEARN how to do these things. Otherwise you might just as well ask someone else to do it for you! And if you DID – what would be the satisfaction it that?!!
