I am new to all this so forgive me if I am asking a simple question or something that has been asked 100 times already.
I am trying to take a picture and make it semi-transparent and change the entire hue of it so it is blue. How do I do this. A co-worker showed me how to do a quick mask and use the gradient tool, but thats not really giving me the color I want or quite the transperancy.
If you look at the header on www.childrensacutecare.com, you will see some images that this was done to and what I am trying to recreate, thanks in advance.
