Interpolation and pixelation

I’d like to use Photoshop to resample images to reduce their size (4MB from my camera). Simply choosing a small image size with the same resolution results in horrible pixelation (I believe it is using bilinear interpolation). The hack is to up the resolution from 72 to 200 (I know…. it is a hack and some of you may be cringing) and the results look great. Any advise for the novice?
