File comes up blank

I have been given an RGB file quite large in size 2.15g.

The image will come up in microsoft explorer with the preview of the picture, yet when you open the file up in Photoshop it prompts you to open up a new file instead of opening up the file you have already selected and told Photoshop to open.

The graphic card is a PCI-Ex16, 256MB.

Depending on your version of Photoshop there are some pixel dimension and file size limitations. I’d say you are running foul of those limits.
