To create and apply a master palette

In Photoshop CS Help, it has an entry on how to create and apply a master palette.

It starts with…
1)With an image displayed, choose Image > Master Palette > Clear Master Palette (if available). Clearing the master palette ensures that colors from previous images are not included in the new palette.
2) Open an image whose colors you want to include in a master palette.
3)Choose Image > Master Palette > Add To Master Palette. All color
information for the current image is added to the master palette.

Problem is, when I have an image displayed in Photoshop and I click on Image from the menu, I do not have a Master Palette sub menu option. I have checked for this in my palette fly out menus and cannot find anything. Has anybody used this feed to create a color palette based on any image, or do you know of another way to do it?

I believe this only works in ImageReady – the Master Palette choice shows up in its Image menu.
