How change eye color?

I have a picture (closeup) of my grandson taken with a Canon Power Shot. In real life, his eyes are blue. However, in the photograph, they are dark brown and have red eye. How can I change them to light blue and get rid of the red eye? Normally, I have no problem getting rid of red eye – but have never tried it when the eyes should be blue. Sounds tricky to me – but I’m sure there’s a technique. Thanks.

Try this
Use circle marquee to circle around the eyes or area you want to color, then bring up the Hue/Saturation by doing a control^u i think, check colorize at the btm right, and play around with the bars till you get the desired color.

Or, marquee/select the desired area, and on new layer use brush and paint with the color you want. just make sure the opacity of that layer is not 100% and that the blend mode is set to color.
