Rotate photo and save in microsoft windows and fax viewer

HELP… When I convert a nef file to a jpg and then view with microsoft picture and fax viewer if the image is rotated it will not remain rotated. If this is done in Elements it will remain changed. Why will photoshop not let their converted jpg’s be changed.

Photoshop is reading (and writing to) the Exif data. Elements isn’t.
