Is there any way in Photoshop CS2 an entire image (square: 4in x 4in) can be changed to a rectangle (6in x 8in)? Is this possible?

Not without distorting or cropping it.

Interchanging 4×4 with 8×6 results in a 1.33 distortion, and that happens to be identical to the distortion when interchanging 4×3 conventional TV format with HDTV widescreen 16×9. To achieve it, go to Image Size, enter the new dimensions, and disable "constrain proportions".
