Uhm, custom shape tool with paths only will not give you a stroked rectangle.
Use the Marquee tool. Using the marquee tool, draw a box around your text (on a new layer so you can move it around) then Edit|Stroke.
If you would like the shape vector instead of raster (for crisp resizing) you can use the Rectangle Tool set to Paths (options bar at the top), but once you do that you must load the path as a selection then stroke it. Loading it as a selection is done in the paths pallet.
For a beginner it’s usually much easier to use the marquee tool.

If the text is vector text then you will surely want to match the text’s crispness and use a vector box.
Use shapes, or, I would use Illustrator or InDesign2 for both the text and the box.

tg, first let me say, glad you’re working. as a beginner, i’d like to off one bit of advice that might help you get better, faster answers on this board. instead of a general "help" type message in the topic title, please describe your probelm as closely as possible so that anyone who may be an expert in that field may see it and pop in to help. many people here ignore generic "HELP" posts because it seems like the user hasn’t taken the trouble to solve their own problem (whether or not that’s actually the case).
A better topic title for this thread might have been "Please help creating hollow rectangle".
