I can no longer have a guide snap to the center of a selection. Everything in the snap-to options is checked and I see nothing in preferences that relates to snap behavior.

I use center snap a lot and hope this isn’t an intentional omission.

Select the Move Tool.

Turn on "Show Transform Controls" in the Options Bar.

This will then display the Transform Bounding Box anchors at the corners and in the center of your selection.

Guidelines will then snap to the center point.

This has been driving me crazy but I think I figured it out. Uncheck "Layers" under "Snap to" – I think it conflicts with everything else. When turned on, items only snap to layers. When turned off, it snaps to everything else like it should.
