Guassian Blur Window Does Not Appear

I have a situation in which I select Filter, Blur, Guassian Blur. My picture then blurs to the amount of the last use of the filter. A small box appears over the picture so I can select where I want to the preview window to be looking.
However, the window with the slider that lets me adjust the amount of blur does not appear. I can Esc to get out of it or hit enter to accept that amount of blur.
Any thoughts would be appreciated.
This is Version 6.0.1.

Are you clicking on the last used filter at the top of the filter list, or going into the filter then Guassian blurr filter?

b. you´ve worked with more than one monitor and left the dialog in an
inaccesible spot on the second monitor.

Thanks Dave!!!
I was not using two monitors.
Fix Number One worked just fine.
When I increased the resolution to maximum I found the dialog box in the upper right hand corner. All is well now.
